Chinese modernization is the modernization of peaceful development: Wang Xin, Deputy Chief of Mission

-The 20th Central Committee of the Communist Party of China convened its third plenary session in Beijing from July 15 to 18, 2024. This plenary session is a very important meeting held on the new journey in the new era, as the Communist Party of China unswervingly uphold the banner of reform and opening up and focuses on Further Deepening Reform Comprehensively to advance Chinese Modernization. Opening up is a defining feature of Chinese modernization.

It is also a solemn commitment to the world from China for further deepening reform comprehensively. It was declared that China will remain committed to the basic state policy of opening to the outside world and continue to promote reform through opening up. Leveraging the strengths of China’s enormous market, we will enhance our capacity for opening up while expanding cooperation with other countries and develop new institutions for a higher-standard open economy, thereby deepening economic cooperation with neighboring countries such as Nepal.

China and Nepal are close neighbors linked by mountains and rivers and enjoy a long-standing friendship. Under the joint leadership of the leaders of the two countries, Belt and Road cooperation between China and Nepal has continuously yielded positive outcomes, and the trans-Himalayan Multi-Dimensional Connectivity Network has taken shape. China is always willing to see Nepal's economic development and prosperity, and provide as much help as possible for Nepal in its economic and social development.

The reform measures include a lot of specific contents that benefit Nepal and other neighboring countries, such as opening China’s commodity, service, capital, and labor markets wider to the outside world in an orderly manner and unilaterally opening our doors wider to the world’s least developed countries. We will continue to implement the Belt and Road Science,Technology, and Innovation Cooperation Action Plan and redouble efforts to develop multilateral platforms for cooperation in green development, the digital economy, artificial intelligence, energy, taxation, finance, disaster mitigation, and other areas. We will work to improve the integrated framework for land, sea, air, and cyberspace connectivity and build a multidimensional network to connect countries along the Belt and Road. We will make coordinated efforts to advance both major signature projects and small-scale yet impactful projects on public welfare projects. These reform measures will help China and Nepal accelerate the construction of the trans-Himalayan Multi-Dimensional onnectivity Network, unleash the potential for cooperation in agriculture, industry, economy and trade, digital technology, new energy, tourism and other fields, thereby providing opportunities for Nepal's development and prosperity and enabling the cooperation between the two sides to better benefit the people of the two countries.

Chinese modernization is the modernization of peaceful development. In foreign relations, China remains firmly committed to pursuing an independent foreign policy of peace and is dedicated to promoting a human community with a shared future. Holding humanity’s shared values, we will pursue the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative and call for an equal and orderly multipolar world and universally beneficial and inclusive economic globalization. We will deepen institutional reforms related to the work of foreign affairs and participate in efforts to lead the reform and development of the global governance system. These reform commitments bravely say no to the headwinds of economic globalization and the resurgence of unilateralism and protectionism in a world. These reform commitments reflect China's responsibility and commitment as a major country, and will also be more helpful for Nepal and other Global South countries to safeguard their own economic interests and achieve equal development.

As General Secretary Xi Jinping pointed out, China cannot be separated from the world in achieving development, and the world also needs China for prosperity. The Third Plenary Session of the 20th CPC Central Committee made arrangements for further deepening reform, which will provide strong impetus and institutional guarantee for China's modernization process in the next decade or even longer. It will also bring many opportunities and major benefits to the development of the world, especially Nepal and its neighboring countries. What we pursue is not modernization of China alone, but we look forward to achieving modernization together with all countries, including the vast developing countries. China will take the Third Plenary Session of the 20th CPC Central Committee as a starting point to continue to foster a first-rate business environment that is market-oriented, law-based, and internationalized. China is also willing to share with all countries in the world, especially friendly neighbors such as Nepal, the huge opportunities for China for fostering new quality productive forces and promoting Chinese-style modernization, and work together with Nepal's economy and society to grow together with the Chinese society to grow together with the Chinese economy and create a better future.
